ANM (National Mining Agency) is starting the conversion of document receipt and protocol services to the digital environment. On 07/10, the agency published on its website a report on the upcoming changes in the form of filing documents and processes related to mining matters.
The change is part of the Federal Government's debureaucratization guidelines, established by Decree No. 8,936, of December 19, 2016, representing the beginning of the conversion of the services provided by the ANM to the digital environment.
With the announcement made by the agency, some doubts persist about future changes:

How does the new protocol work?
In the new protocol channel, the citizen's interaction with the ANM's digital public services will take place electronically, through the Digital Protocol. In this new format, the citizen, individual or representative of a legal entity, will be identified and authenticated by the Single Login – acesso.gov.br, a single digital user authentication tool that was developed by the Federal Government, associated with the use of the digital certificate compatible with ICP-Brasil.

How to obtain the digital certificate?
The Digital Certificate is a digital signature with legal validity, ensuring agility and security to electronic transactions and other services via the internet. This electronic document follows the standards determined by the Brazilian Public Key Infrastructure (ICP – Brasil), which always seeks protection in the digital sphere.

During the transition period (1 year), all those who are already registered in the Registry of Mining Rights Holders will be able to use the Digital Protocol through the single login account, without the need for digital certification.
What are the advantages of the change?
Some of the expected benefits of this transformation for miners are:
- Elimination of the need to travel to file documents;
- End of waiting in lines at the protocol counters;
- Elimination of expenses related to printing and copying paper documents;
- More security, transparency, practicality and agility to the services provided by the agency.
When will it be possible to file documents via the web?
According to the ANM, there is still no official date for the start of operation of the platform for digital protocolization. However, the forecasts are that the system will start operating later this year, between the months of August and September.
Will the physical protocol cease to exist?
Also according to the ANM, the projection is that, with the implementation of the digital filing platform, the entire process will be maintained only via the web, with the aim of permanently eliminating face-to-face service.
